An early Happy Halloween to ya! These two Halloween images below are free, but before you right-click your mouse and swipe them, let me tell ya where you can get them for free. Plus, we certainly do not want to get in trouble with this scary dude (already dressed for Halloween) over here, do we?
Essentially, here are the three resources we use for images:
- iStockPhoto ~ We use these folks when we want a relatively high quality image that is competitively priced. Plus, if you sign up before the end of the week, you can grab the two images posted below for free! You see, every week iStockPhoto offers a free image or two, so sign up today and start collecting those free images (and download your free Halloween pics). Normally, you can expect to pay $1.50 for a small image.
- Clipart.com ~ This is where we go for cheap stuff. The quality is acceptable, however, the price is right. For $159.00 per year, you can download as many images your heart desires. Clipart.com has more than 10,000,000 clip art images, photos, illustrations, animations, fonts and sounds!
- Lastly, public domain & free stuff* ~ Sometimes you'll spend too much times looking for the image you want on these sites, but when your budget is tight, then consider searching using these resources: 123rf | Creative Commons | Free Animations | Public Domain
*To the best of my knowledge (last time I checked) these are free, but here's the disclaimer, Check The Individual Site's Usage Policies First. Enough said on that! :o)

Cassie, I ended up buying a CD collection of 950,000 images called ClickArt. I got tired of searching on the web for free or low cost images. Now the only problem I have is in deciding which of the 950,000 images to use.
Thanks Rich. I'm familiar with ClickArt. The images on that collection would be similar to the Clipart.com resource I mentioned. Perhaps iStockPhoto would suit you for the higher quality photos. The two Halloween photos I posted are examples of the quality you'll get from iStockPhoto. ;)

Their rules/policies state that if you post an image on their site you are allowing for anyone to use it. I've found some nice images on there too!
One problem with sites like photobucket is there will always be a few people who use copyrighted images. I saw a couple of "cartoon images" which we know are copyrighted. I saw a watermarked image recently too. Hmmm...probably best not to use that.
Anyone using any sites like photobucket may do well to put a disclaimer on their blog/sites that states that is where you got your images from, and if any of those images are the property of someone and were posted illegally, to please notify you and you will gladly remove their images from your site.

Excellent information. We use photobucket as well, and was unaware of much of what you've mentioned. We'll have to check out their rules a little further.
